So basically will this
fit on My 98 runner it says its for a 85 pick up but the measurement between the mounting plates is the same as the measurement between the frame on my truck but im still not convinced that it will if holes needed to be drilled in the frame is that even possible?

No one knows, but if the frame mounts measurements are the same - re-drill the bumper mounts not your frame!
