My buddy had a similar setup on his 87 4Runner, and the mounts failed miserably. I made my own /\ setup on my 87 pickup using 3/16" wall square tube and some aftermarket shock mounts welded to the axle housing. Mine is way strong, and works very well with my 16" travel shocks (but too bad that my stock rear springs don't flex in the back of the truck~the rears up front flex awesome though.)

I run angled in shocks and after the round tube crossmember/shock mount broke after several years of use, I made a new upper mount:

With the adjustable upper mount, I can set the shocks to just use all their travel. I use the adjustable Rancho 9000s with in-cab adjuster. This lets me compensate for the loss of damping in back.

Yep, you lose shock damping effectiveness as the angle of inclination increases. But for the amount of lost damping, you can in vertical axle travel for a given length shock. At 45 degrees, a 12" travel shock will allow for about 19" of vertical travel at the axle. When you approach vertical on the shock, you approach a 1:1 ratio of shock to axle travel. I need to run angled shocks to allow full suspension travel. I need more travel than the 12" travel shocks give, but I don't have room to fit even the 12" travel shocks without cutting holes in the back of the 4Runner bed:

Yep, it is pretty tweaked there. That is the main reason I swapped those springs out for some with Orbit Eyes to let the springs work without binding like that:
