1991 Toyota Pickup 22RE Cranks but don't start
I read most of the similar problems posted here and followed but it still doesn't want to start. Let me start from the beginning. My truck failed the smog twice already for having HC measured 161 ppm (max 133) at low speed(1573 RPM). I replaced the plugs and tension wires but failed. So, I removed and cleaned the dirty intake manifold. Replaced PCV valve and put back the marked hoses. Now it does crank but won't start. Any suggestion? I have been driving this truck everyday since I bought new. I know it is just something I have not done it before. It has 172K miles in it. Thanks.

Sounds like maybe you didn't get a plug going to the intake manifold connected, either not connected at all, or perhaps only partly connected. Or perhaps you need to align the TPS?
Finally, maybe a vacuum line not connected or a couple of vacuum lines swapped? There's so many it's easy to do.
I'm sure there's a number of other problems it could be. Those are just what I could come up with quickly out of my poor little pea-brain...

I got it started but it still failing the smog test. It failed again the 1570 RPM HC (measured 161) max is 133 but passed the 2490 RPM. I noticed that it also sputtering as if out timing. I checked the timing and it was at 5 BTDC and idle speed at 750 RPM but it was jumping a little bit. Any suggestion to lower the HC and NO?
