winch stronger with little or more cable spooled out?

Remember though, that the vast majoriy of people install a winch because "it's cool" and for no other reason.

See it posted all the time:
"Got my truck/4runner and added a bumper and winch", nothing else, but it looks cool

Can't begin to count the number of vehicles that I see running around town with a new winch (and certainly not anywhere close to "trail worthy") that hasn't even been unspooled and respooled the first time, so it's even unusable as it sits on the vehicle, or that is safely so.
