Need lift

I am looking for a 3 inch suspension lift for a 89 single cab pickup I have found a 2 inch and a lot of 4 inch ones but no 3 inch ones any idea who makes them also my rear is 1.5 inches lower than the front would shackles fix this?

just doing the rear?? there aren't any exact 3" suspension lifts -- for 0-4" you have to play with t-bar adjustment and/or add 1.5" BJ spacers. Bracket lifts are 4" because of bracketry interference/bolt-on application and I don't think they go taller than this on this generation for safety reasons.
your best solution for 3" lift up front would be a combo of BJ spacers and some slight t-bar crank. don't go too far on tbar crank because it makes it stiffer (generally undesirable for offroading). benefit of BJ spacers is you can gain some height (or not) but you do gain extra down-travel to keep from tire lifting = more traction, esp with open differential. aftermarket tbars are another option up front, but unless you have extra weight in front from v8 swap, winch, offroad bumper, etc it will be much stiffer up front and you may not see the justification (I didn't on my rig).
in the rear there are several options. older toyotas are notorious for saggy-butt-syndrome. ultimately, swapping out your leafs may be the best long-term solution, but it's also the most pricey. longer shackles could fix the issue -- rule of thumb is 1" longer for every 0.5" height change...so you would need ~6.5" shackles (stock is 3.5"). this is not an absurd length for a shackle, so it may work out well as an inexpensive fix for under $100. other options would be stuff like: replace leafs with used, replace leafs with new (but all non-custom aftermarket leafs usually include some sort of lift -- ex: Old Man Emu=2"), install add-a-leaf, install airbags, install coil spring "helpers" (aka: "ZUK-mod"), install air-lift shocks, block lift, etc.
