Yeah, I don't think there are any "low budget" ones that are worth buying...TJM T 17 is pretty inexpensive compared to the ARB's...

That is the bumper that I got. $400 dropped shipped to my door. You can always get one of the "OEM" bumpers off of E-bay and put a $120 chrome brush guard (also Ebay) on it.

Marlin Crawler has some nice tube bumpers for a reasonable price. Im thinking they were in the $300 range if I remember right. Check them out at marlincrawler.com. I just got a set of their sliders and the quality is excellent!

Downey makes a really nice tubular bumper. You keep the chrome part of your bumper and the tubular one mounts where the valance is and it's got a skid plate with it. It's like a prerunne bumper. Looks nice, but probably not as much protection as an ARB, TJM, or bumpers of that sort. I think it's like $280 or so. I don't think it has a winch mount though. I was considering getting this one since my 4runner is just 2wd  and I just wanted something to mount some lights on.

Well, have fun.

find someone who can weld, if you can't... making your own is the cheapest.
