wheel size door decal oddity?

Question wheel size door decal oddity?

I have an '00 4runner "highlander". I bought it used and it came with the 5 spoke alloys, 16"x7", yet the door decal indicates it came with the 15"x7". So, I looked at the clearance between the front rotors and the inside of the wheels and it appears the 15" wheels would not clear. So the questions are?
1.) Did all of the "highlanders" come with 16" wheels and the decal is wrong?
2.) Where the 16" wheels a stealer installed option?

Not that it really make a difference, just curious.

I know mine came with 16s, and also that the "highlanders" came with a brake upgrade in the front to 13 inch rotors...which would make 15 inch wheels impossible.
