If I disconnect the vacuum hose from the actuator on the transfer case, should I be able to pull a vacuum? When I do I get nothing. I followed the hose to the top of the transfer case by hand and it's connected. When I blow in it almost no resistance and it sounds like it's coming out somewhere else in the transfer case.

Can't find any diagrams of the vacuum system.

 

The TC case actuator on a '99 Limited is electric, not vacuum. Only the front diff actuator is vacuum. I don't know what hose you are blowing on, unless a PO has installed an extended breather.
