TPS adjustment for 1995 pickup

I have tried to adjust a new Toyota TPS (89452-22090) using the link above and cannot seem to get it set within all the parameters.. Is one of the settings more important than the other? I'm no electrician wizzard by no means but using a good Fluke 16 multimeter.
