torque values
I will be installing my rear ARB locker this weekend and would like to know the torque values for the ff:
1. 3rd member bolts
2. carrier bearing cap bolts

1999 4Runner: (acording to our Motors manual)
Bearing cap=63 ft lbs
Ring gear=71 ft lbs (I think you need this too)
Carrier to housing=51 ft lbs (seems high to me)...(the elocker carrier torque=18 ft lbs)

51ft-lbs for the 3rd member to housing is way too high. Should be in the neighborhood of 15ft-lbs. I don't usually torque those, just get them good and snug.
As far as the installeation goes, do you have the means of setting the gears? It needs to be done anytime the carrier is replaced such as with an ARB install.

yes I do. A friend of mine and I will be in the auto hobby shop on base to do the install. He's got a lot of experience and the hobby shop have all the tools that we need. Oh, i forgot to ask the torque value for the drive shaft flange bolts. What is it?

I've never been able to get a torque wrench in there to accurately torque them anyway.If you mean the companion flange nut (the big one on the pinion) I usually torque them to 150ft-lbs but only if there is a solid spacer. With a crush sleeve, the spec is 243-253ft-lbs but more specifically 7.8-11.3in-lbs preload on the pinion bearings (used), 16.5-22.6in-lbs (new).

I think the FSM is a little screwed up.
It lists the 10 nuts that hold the 3rd member to the axle housing as 54 Lb-ft. You will snap the studs right off with that amount of torque.
Now here is the interesting thing. The section that lists the torques for the electric locker diff lists the torque specs as 18 Lb-ft for the same nuts. Go 18 or be ready to replace a lot of studs.
