Top bolt front strut issue

I was installing some 99 front coils and new Tokico front struts/coilover shocks. The drivers side is fine the passenger side the center shaft of the strut is too long. The top nut is tightened until there are no more threads and it's still an 1/2 above the large washer. It's much higher than the driver's side.

Is the strut bad or did I install it wrong???? The part number on both are the same also.

Any help would be much appreciated!

sounds like you might have left out some of the rubber spacers. I would pull it apart and recheck it

When I lift up the large washer there's a black bushing under it, is that the spacer you're referring to?

There should be two washers and a bushing under the topplate, on the shock shaft, and two washings and another bushing on top. You have any pictures?
