Tie-rod making bell noises (picture) ?

Tie-rod making bell noises (picture) ?
In the quest to fix up my front end from any noises, I have yet just one to figure out.
For months I thought that it was just the front breaks clanking against the rotors. Its not.
Two places in town told me that it was my inner tie rods that were making the noises, and they needed to be replaced. They told me it was going to cost $300. screw that!
So, I first need to know two things. From this picture, can someone point out to me what the inner tie rods are, and how I can replace them myself?
