i thought most dont come with egr ?

Exhaust gas recirculation.

It appears that some Tacomas in California came with EGR's, but no 4Runners ever did.

Where are you from? If you have smog tests, best thing to do is put a bb in the vac line so the egr valve wont open. Then you can take it out when you need to test
