Surging under 3200RPM

Not sure how else to explain this one but here goes. Every day I go up a long grade and manually shift out of OD after hitting the bottom 1/3 of the way up otherwise it constantly hunts for the right gear. After shifting out of OD i maintain speed but it always seems under 3200 RPM its sluggish and feels surgeing, then literally like a turbo kicking in when we hit 3200 RPM or 70 or so it takes off like it gained 50 HP. It it not shifting or unlocking the converter either as I see no instant RPM change or feel a shift. Any ideas? This is on a 98 V6 auto 4wd runner.

the power band in these trucks is between 3200 and 4200 rpm you should just try to be there when you hit it!!

Sounds like a dirty MAF sensor but the motor also doesn't come on the cams until 3000 as the other poster mentioned.
