surface rust?? advice?

I'm looking at buying a 4runner that looked promising, one owner, supercharger, etc. So I asked for some pictures of the underside and this is what I got back. Any advice? Avoid this purchase? Can this be fixed?

Clean with wire brush and POR15, thats what I used on all my stuff, it works great just don't get that crap on your skin it never comes off!! LOL

Make sure you prep the surface correctly or it will just peel off in thick sheets.

You call that rust!!
I've seen chassis that are literally flaking apart.

Nothing a wire wheel and paint cant fix.

That looks fine to me. Usually the rear is usually worse than the front.

X2 with the wire-wheel/paint

Then I would spray some undercoating on it like FluidFilm or something.

My 4Runner had a lot of rust/dirt underneath. I took a wire-wheel and cleaned up what I could, then sprayed some rust paint over it just to cover the bare metal and it looks pretty good. Because I live in one of the worst road-salt belts, I've also undercoated with FluidFilm. If you clean it up and use high quality rust paint like POR-15, or apply an undercoating you can nearly stop any future rust.
