Surface Rust?

Surface Rust?

I am looking at a frame I found on craigslist, which was originally listed as "perfect 3rd gen frame" with only some surface rust. Crowcifier6 from T4R forum lives in the area and was kind enough to preview it for me and send some pics to help me decide if the 4.5 hour drive was worth it. Crow says it looks pretty good, little sign of interior rust, and from the photos he sent there is only one really bad spot. I have attached a photo of the area. I was wondering if anyone could help explain what I am seeing there on the top part of where the front strut would attach on the driver's side. It looks to me like there is a big rust scab about 1/8' thick peeling off the frame. That seems like a huge piece to peel away because of rust and indicative of a much bigger problem than surface rust. But is that what the photo shows? It also looks (to the wishful thinking part of me) like that may be a piece of gasket or bushing still partially adhered to the frame. How do you folks see this photo? I am inclined to believe that if that rust scab is a piece of the actual frame, then this frame is crap, no? Thanks for your opinions

From the pictures it looks structurally sound to me. A good cleaning will probably make a big difference for you.
