Spring Height 3rd gen 4runner

I have a 1999 4 runner and it currently sits level. Distance from fender to ground (front/rear) is the same. I have new Bilstein HD struts/shocks.

Is this normal or has my rear springs sagged an inch? Most trucks come with an inch higher rear end which makes it better for hauling and towing. "Level while hauling/towing vs squatting". If they have sagged I guess I have to buy new rear springs. If so any suggestions?

It's normal to sit level.
