Rear wiper issue

Unless your wiper blade is just shot to hell and that's the problem, just bend the arm back into the windshield. You can take if off, as you saw with the nut you tightened, and give it a slight bend and put it back on.
Those things are so weak and if they get snagged on something, can easily bend and not wipe properly. My sister's got bent out by a student at her school (she's a teacher) and it's been shoddy ever since, despite many attempts to bend it back straight. It works okay, but that metal is thin and it was very difficult to try to get it perfectly straight, so there are still some streaks when it's in operation, but plenty fine for those rare times when it's actually needed.
