Rear window keyhole access

Hey all,

I have a 1998 4Runner and the keyhole mechanism located on the tailgate to raise/lower the rear window has rattled loose and fallen down behind the plastic license plate surround. Anybody know how easy it is to retrieve this thing? How do you take the license plate grill/surround thing off? Do I have to get at it from the inside (taking off the interior panels)?

You will have to get to it from the inside, just pop the interior panel off

So, how exactly do you pop it off? I took a long look around that interior panel on the tailgate,and I saw no screws or pop-it tabs. Do you just slip a blade under one corner and start wrenchin' it off? Anybody know where the plastic tabs are located?
