Pulling codes

The diagnostic port on a 3.0 , can you only scan it if your check engine light is on?? I'm asking because i have access to a snap- on diagnostic tool but was told from my toyota dealer it only works if the check engine light comes on!

I'm having issues with the runner bucking on part and steady throttle under load. Also anyone tapped into the fuel rail on these before(it's for a fuel injector flush/cleaner)? And if so where?

Before 1996 uses the OBD I diagnostic which is proprietary. I am not sure if you have the Snap-on attachment for the scanner but if you do then you should be able to do more than just pull codes. Check the manual for more about what you can access.
