plug n play hid kit only works on hi-beam?

first off i know that i shouldn't be using hid's in the stock headlight, but it rarely sees the road.. with that aside, my friend gave me a set of plug-n-play hids and they only work on hi beam (no hid) i plugged them into a friends chevy headlight plug and they kicked on no problem.. what do i need to do? someone said something about toyota wires they're headlights different? any help is appreciated!

the car is my 99 4runner.

Most likely the 3 wires in the relay harness need to switched around. Idk off the top of my head how the chevy's work, but the toyotas used switched grounds for the headlights. Either probe around with a meter or do a little guess and check

x2 it's a switched ground versus switched power issue. You will most likely have to build yourself an upgrade headlight harness. You might be able to buy one though.

Also is it a bi-xenon kit? Because if it's not even after you get the wiring correct your gonna only have low and not high.
