plan for a 2000 sr5, suggestions?

I am gonna purchase a 2000 4runner this week, sr5 4wd auto. I have some ideas what i want to do to it. How does this sound

Phase 1
remove running boards
remove fender flares and either paint or rhino line them
deckplate mod
maybe isr mod
extended rear breather
hella 500's or 4000
tjm t15 0r t17. I am choosing tjm over arb because tjm headquarters is like 20 minutes down the road.
cb radio install

Phase 2
2-3 inch lift kit either ome or sonara steel
sliders
maybe wilderness rack
new tires

Phase 3
winch

any suggestions?

Should the stock suspension be fine with just a bullbar on it? I am doing the bullbar first before suspension because i live where there are alot of dear and idiot drivers.

The runner is white and the flares are silver. They are wide, and i think color match. I dont know exact kind, but if you take off the running boards there isnt any of the body showing, the flare covers it all.
