Open tube on intake of 02 4runner v6

Open tube on intake of 02 4runner v6
On the top of the intake manifold there this is a small 1/16" tube that is open.
Following backwards the steel tube goes to a rubber hose 3" long then a steel tube again back into the engine intake?
Any idea what this goes to?
There is engine vacuum when the the engine is running.
I cant find any loose lines nor any other open lines.
