O2 Sensor Stud Replacement

I've been running lean and thought it was probably a bad O2 sensor since I have about 110K on my 2000 4Runner . I went to change the sensor and found out that someone had gotten there before me and stripped the nut on to the stud. With some effort I got the nut off, but the stud is pretty messed up.

I have two questions:
1) Could a bad seal on my O2 sensor beenthrowing me a lean code (I can't remember exactly which code i threw)?
2) Is the stud for the O2 sensor welded on, or can it be removed?

In my '99 FSM, under Diagnostics, page DI-63, P0171, System Too Lean, the sixth possible cause listed is: Check gas leakage or exhaust system. (Context makes it clear they refer to exhaust gas leakage, not fuel). So ?#1 is a Yes. I don't know about the stud--but I'd be surprised if you could replace it.

I'm still trying to find out if the stud can be replaced. I really don't want to go through the hassle of trying to unbolt the cat from the header and find out there is nothing I can do.

Anyone?

can't replace it. need new pipe w/flange

this is usually never a problem because no matter how rotted
the nut becomes, a smart person would chisel it off and not
damage the threads. the person b4 you was a noob
