I might be totally wrong on this so don't shot me But PS pumps have a pressure and return going to the rack and back to the pump. I know Toyota has the proper way to do it, but wouldn't filling the pump with fluid, starting the truck and slowly cycling the steering right to left a few times then topping off the pump work just as well. Back in the day airation and foaming were concerns but with todays good fluids I haven't really seen that issue.
