It depends. You have to have the right mounting adapters, and then you can add locks. Then the lights on top of that.
Usually these things come in pairs. What's weird about the picture, is that they only have one. The rear looks like the factory toyota bar.
So, for just the bar with the mounting adapters and locks, you would be looking around $200 for a Yakima. Thule is usually a bit more.

I actually went to a local "Cap-it" place. Its a truck accessories store here in BC.. it is sized to your truck and put on.. it was gonna cost me around 200 canadian to get it done. Then you just drill holes and buy some lights. I didnt get it tho because i didnt like the look

THis company called CARR has some pretty sweet light bars, one is called the rotobar...I think it's been a while since I have been to the site. ANYWAYS, It is like the size of the KC bar, but folds down to allow the user access to...well lets say a garage.
You should check it out, because I would be interested in hearing about someone who actually has one!
