How do I get behind the INTERIOR fuse box?

How do I get behind the INTERIOR fuse box?

So trying to use the only spare slot in my ‘97 but after taking out all the necessary dash parts and the kick panel, I couldn’t figure out how to get access to the backside of the fuse panel. Removing the two 10mm bolts loosened it up, but the wiring held it so tightly, I couldn’t manipulate it at all. There was no way for me to see how to access the rear and add in another circuit to the empty slot. What am I missing? I feel like it’s something obvious and I just couldn’t figure it out.

My desire is to use this slot for auxiliary power ports, and minimize the load to the 15A fuse to the radio that pops all too easily.

The fuse panel should have power running to it, the spare slots probably already have power, use a spade connector to plug into the fuse slot for 12V and use and inline fuse.
