Performance Products carries both the Urban & Safari racks from Surco. I don't see any Hi-Lift mount in the catalog though.
They carry shovel & axe mounts.

I kinda jerry-rigged mine. Since I mounted my surco to Thule bars, I did not use the mounting hardware that came with the basket. I bought the hi-lift and a 4x4 rac mounts and used the surco mounting brackets. Works pretty well for me.
