Well I'll take your word for it then!=) I've never tried it myself...i've only read that it could be dangerous...so I just thought I'd post that just in case. So if you hold the lever between high and low beam both should turn on? Maybe I'll give that a try to see the output then.

no, not "between." you pull back on the lever. if you push the lever towards the dash it sticks there and turns the highs on and the lows off. if you pull the lever towards yourself it just "flashes" the brights (on the 3rd's anyway) but the highs and the lows stay burning.

Right here: http://www.4crawler.com/4x4/CheapTri...OnLineOrdering

I now have the H4 and 9004 switched ground (for Toyota) headlight wiring harnesses in stock and ready to ship.

anyways, i installed it and now my high beams are always on. granted there is a lot more light, but its much too high and im sure im blinding people. so did i install something incorrectly? i dont know how i could have, its plug and play. so I just dont know why this happened.
i know very little about electrical so please bear with me

Looking at that kit, it is missing the extra electronics box that the switched-ground systems have. It is likely that with high beam relay is getting turned on by the current flowing though the high beam filament, since it is the lowest resistance (i.e. highest wattage) part of the lamp.
