Gray (blue/red) wire mod and ECU

Gray (blue/red) wire mod and ECU
So in my searchings I came up with 2 quick questions.
1- is it possible to run basic wires for the locker and totally eliminate the need for the wiring harness and ECU stuff. Like a window up and down but for a locker. locked/unlocked?
2 - If my 4runner came with out the locker do i need to switch out my ECU under the kick plate?
'97 limited V6 4runner
