Fuel pump not pumping

Fuel pump not pumping
Hi.
I have a tank from a 99 4runner, it is out and on the ground. It has at least half a tank (of liquid) in it.
I went to just use the pump to pump it out, and connect up to pins 4 and 5 direct. I can hear the pump going, but nothing ever comes out of the fuel line.
Pulled pump bracket, filter looks okay (not plugged off).
Ideas or suggestions?
It did work like a year or so ago before I pulled the motor out.

Is it dumb to ask about possible reversed polarity?

No. Not dumb at all. I did try swapping the polarity (have a couple of test leads). Did not make any sound reversed. I am wondering if there is some weird interaction because the tank is completely off the wrecked truck. And it did run last year (albeit rather poorly- altho I think that was mostly vacuum issues). Wonder if it is just plugged off? But have no idea how to tell. The gas smells like gas, and its is pretty much clearish. I think it would go "Boom" if I did something excessively stupid. Haha.
Might try to figure out if the fuel pipe FROM the pump bracket is plugged. I did get the new tank today. About 2/3's the weight of original. Bare metal, and uncoated. Going to at least paint the outside. And it has no baffling. Other wise it seems same.
