frozen antenna

Any suggestions on keeping my antenna from getting frozen/ stuck in the down position.

My antenna has begun to act-up, such that it only goes partially up in the cold. If I recall on my last 4Runner, cleaning the antenna and lubricating with some WD-40 (including an additional "squirt" into the mast opening as the antenna is going up or down) seemed to help for awhile. I believe that moisture on the shaft increases with the presence of dirt and grime.
