Question Fog lights wiring

Hi all,
I have a 99 SR5 that came with no fog lights and I would like to install a set. I have spoken to the dealer and they said it should come prewired...so I checked...and there is an extra connection right in place for the fog light. I also bought a relay for the fog lights (it was missing in the fuse box). I put the relay in and turn the low beams on and there was no voltage in the connectors. Do I need anything else to get this to work? Perhaps a swith somewhere by the steering column? Shouldn't this work just by plugging the relay in?
Any help/info would be appreciated.
Thanks!

My '00 SR5 came w/o fog lights and prewired. There is a kit with the Hella Micro DE lights and includes the lamp brackets, dash switch, relay and wiring instructions. The only item that was Plug-n-play were the lamps (to the prewired harness behind the bumper). You'll have to remove the steering column cover to wire it up, but it isn't too difficult. Some others have posted that they have the fog light switch built into the stalk on the steering column. I can't tell you anything about that design.

Thanks Rick.
I spoke to one of the guys at Toyota dealer and he said that all I would need is the stalk light swith that includes the fog light terminal. If I knew the color of the wire (that goes to the fuse box in the engine compartement) in the steering column then I could probably hook it up to an external switch.
Any thoughts on that one?

Sorry, but I don't have a wiring diagram for my latest 4Runner and it's been 2 years since I put mine in. Try a search on fog light wiring. I KNOW that some of the "brains" on this site have some great write-ups and diagrams for the various gens.
