i checked the fuses, does anyone know how to test the flasher can or know of any common malfunctions for these problems in an 85?

 

If the cab fuse was good then there's the possiblity of an in line fuse that has opened. Is the radio working? There's a black/white positive lead that feeds both the hazards, horn and radio.

If the problem was the relay the head lights also would be having a problem cause the horn, lights hazards are all tied into the haz/horn/light fuse relay (under the engine hood).
