E Brake Blues

Greetings,

I've done a search on stuck rear bellcranks that won't release. Typically will servicing with lube/solvent fix the problem or are new parts usually required?
It's a 2000 4Runner with much underside corrosion...think salty winter roads.
Any idea of parts and labor to get this done?

How does the stuck pivot affect the self adjusting of the rear brakes?
At present, when the ebrake is applied the bellcrank pivots. When the ebrake is released the pivot remains stuck. I've tapped it backoff with a hammer and don't use the ebrake for now.

I had the same problem on another vehicle before, and after cleaning and lubing it 2 times in 6 months ended up replacing the parts. I found I could free it up with WD-40 but it didn't last very long.
