driver side mirror

I have a 99 4runner and just got my truck back from the mechanics after putting in a new engine. Happy as heck to get the truck back but someone beat the sh@t of my truck! Huge dent in the tailgate and the drivers side mirror is almost falling off. How exactly are the mirrors attached? I don't want to pull off completely if I need to get some rivets or rivnuts first. Just seems the top bolt is broke. It is still holding strong on the bottom. Any help would be greatful! Thanks again...

to the top... anyone have any ideas on pressing the mirror back in? something simple or is it a little more complicated? thanks again
