The electric fan will probably not work with your truck if you have aircon, it doesn't fit.
About the most dramatic performance increase you can have is in upgrading the exhaust system.
A more agressive cam can be had from DOA engineering or LC Engineering, but, as you've said, it's pretty expensive. With the kit you'd probably need all the bits to go with and also a racing (metal) head gasket to cope with the extra HP. Also maybe a timing chain mod (DOA does a good and inexpensive one) to hold the timing steady. and maybe a performance spark coil as well.
If you're carrying stuff in the back the Roadmaster active suspension add-on is very hard to beat - also gets rid of that rear end sag. Great for cornering and high load performance in general.
The TB only makes sense after your exhaust side has been taken care of, since with that will probably go an engine managment system, for which a PerfectPower SMT-6 is probably your best bet in CA since it's a piggy back unit. Since your original ECU still sits in place, a visual inspection by the smog people is much easier to pass, and it's a computer programmable unit, unlike the regular performance chips you can get for other vehicles.

i have actually talked to several people that have electric fans and those who dont, and they have all said that the fan clutch is an awesome design and very effective at cooling, if its in good working order and can surpass an electric fan in cooling ability.... so it eats 5 hp... its not that big a deal... as for a tb, if its honestly the last thing you can do on your engine as all the mods have been done, it really isnt worth it.....
