Crazy Gas Gauge

I do not know if it is the cold weather or what, but I often get into my car and start it up and the gas gauge shows a "fuller" tank than it did when I left the car last...usually about 1/5 or 1/4 higher...and then eventually it will go back down to about where it was when I had left the car. What is a reason this could be happening and what reading should I look at as accurate, the start up location of the gauge needle or the level it goes down to after about 10 minutes of driving?

Ok, I will take that as a indicator to dismiss it and just bank on the lowest gauge reading so I dont find myself out of gas. Thanks!
