Removed Napa starter from my truck- taking to Napa during lunch to test- turns out I installed this starter back in 2005 so it is already out of warranty (2010)- I will update shortly after lunch! And I do have twelve volts right at the starter- Thick Wire comes off the battery and goes direct to the starter....

Napa tested my starter and it is bad- so I found the problem- New Napa starter costs $134 with a lifetime warranty- rebuild costs $99 with a 5 year warranty- back in 2005 the same rebuilt starter cost me $179 - Have to install and I will be good to go- thanks for the help/suggestions!

i would say still completely inconclusive, asking any of the chain auto parts stores to test a component is the least scientific course of action.
