Check Engine Light

Are you able to pull diagnostic codes even if the CEL is not on?? Ive been having sputtering/surging issues on the highway after shifting into overdrive. The CEL did flash a few times duiring city driving yesterday...

If the CEL went on and off, it has codes stored. Some codes turn the light on and it stays on until the code is cleared. Some codes set the light temorarily, until the condition clears (but the code stays). And some don't even turn the light on at all, but stick around waiting to be read.
