Barely Passed Smog - Bad EGR?

Had to take my truck to a test only station today. They wouldnt smog it until I went back home and put all the silencer boxes back on, and screw on the deckplate.

Anyways, the guy said I barley passed the NO (Nitric oxide?) test @ 15mph.

NO(PPM)
---------
MAX: 508
AVE: 82
MEAS: 492
---------

I asked him what causes that he mumbled something about a bad EGR or faulty cat.

What causes this? Any ideas what I should look into?
