Anyone know about this part?

When getting the 3.0 ready to pull out today I noticed when I started pulling the #2 delivery pipe at the back of the intake there is this fuel pressure damper on the back of the RH delivery rail. Well the cap fell off and out popped a phillips head screw with an o-ring on it. I knew this wasn't right so I put the screw back in it and noticed it kept turning and turning. Does this regulate the fuel flow somehow to keep it from overloading? I stuck a piece of hose up to the damper and tried to blow into it and suck on it but no airflow in or out of it. When I screwed the screw in it there was flow through it. I'm hoping this isn't preset at the factory to allow fuel flow to flow at a predetermined rate on the passenger side even though the pressure regulator is on the drivers side. Anyone have a clue? And I'm assuming it is the damper from my haynes manual....
