Here's what the '89 FSM says, probably the same for you (I'd attach it if I had a scanner) - during 'normal' driving, with the coolant temp below 35degC/95degF, the VSV (vacuum switching valve - the one hooked to the little black & orange check valve) should be on, as well as the AS Reed Valve. During deceleration with the throttle at idle and the coolant temp above 35degC/95degF, both should be off if the engine RPM is below 1000. Between 1200rpm and 3200rpm both should be on. Sorry, but I can't explain more without the pictures in the manual.

yeh thanks its just that on idle the 'AS' VALVE with the electrical terminal is sucking air in big time and i have just failed aircare due to the NOX being 1.7 but no trouble codes and no problems that i know of . EGR valve works so who knows may have to spend money to find problem
