99 runner poor acceleration and gas mileage. Need help

I have been reading forums for the past few days and am yet to find a definetive answer to my problem. First off my car has the 2.7l 4L, two wheel drive, and an automatic transmission. I bought the car with the catalytic converter already removed due to a “clog”. Everytime I come to a stop then try to accelerate the car will bog and crawl incredibly slow till it reaches around 20mph (usually where is should shift into second) then has a slight kick and accelerates fine. I’ve checked engine codes I have three popping up O2 sensor and catalytic converter along with throttle position sensor which has now been replaced and no longer shows in the codes. The problem seems to be less present bad when down hill but worse going up. Also the car gets horrible gas mileage around 11 mph. It seems to accelerate fine when being manual shifted through the gears. If any one has advice I could use it don’t want to sink tons of money in if someone has the answer. Sorry for the long message

If you have a pre-cat sensor, that be a good part to start with, along with a sound tuneup.

I get 16.8 local routes involving daily trips with 8-10% grades. Pretty much 17 if I run the tank empty.

Pretty sure the 4 cyl gets better gas mileage than the V6, side by side. Wow.

I have a '99 Tacoma 4wd with the 2.7 and automatic. I average 20-21 mpg even with crappy California gas.
The previous owner really screwed up the car. IMHO, not having the cat is messing with the computer.
Put it back in along with the before and after sensors. Go back to stock.

It seemed he replaced that. If not, yes, totally agree. Many places would fail it automatically on an emissions test.

Tuneup too. And if that 4 cyl has a mass airflow sensor, a good cleaning is in order.

Have fun working it out.
