99 4runner AT wont downshift

99 4runner AT wont downshift

I need some help with my 99 4runner. It does not do this all of the time, but occasionally my AT wont downshift. I really notice it when going uphill. I can have the pedal all the way to the floor and it will not shift. The part that I don't understand is if I pull out the gauge fuse it starts to shift fine. I'm not sure if somehow it's not getting enough power to it or not. If anybody has any thoughts on this, let me know.

One more question, The rear wheel bearings on this vehicle are pressed in, correct?

The answer to your second question is yes, they are pressed into the hub.
