95 taco 2.7 3rz starting problem/ idel

I can crank truck and it immediately shuts off or some times it will run but only like 600rpm or at 1200rpm or more

Stalling?

Any check engine light? Tune up lately? Throttle body or mass air flow sensor clean? Oil change?

Oil change good new cap rotor button wires plugs and just cleaned throttle body yesterday to no avail like it will run fine then after I stop at a red light and push clutch in the motor will drop to normal rpm then bump up to 1200 or it goes all the way to 500 and almost stalls

I sprayed cleaner in it when I had throttle body off seemed to be clean to me

Would have taken it off but the screws were impossible to turn

lazy IACV. I pulled mine and cleaned it thoroughly, then tested that it opened and closed by applying 12v, but I still had the problem you describe. The valve is controlled by a magnet that opens and closes it. Over time, the magnet can get less powerful and cause the valve to operate too slowly or not accurately. I changed mine recently, and the problem went away. I ordered mine from Toyota Parts Zone.

And like you said, the screws are hard to remove. I had to use an impact driver the first time to get the screws out. Fortunately, that's a pretty cheap item.
