This is the one that I suffer from.. Anyone know how to fix this one? I would love to be able to get all 18 gallons out of my tank.
I've been so confused why i can only squeeze 16 gallons out of the pumps when my gauge says EMPTY... Everyone says 18 gallons, the owners manual says 18 gallons... yet the pump allows for maybe 16gallons if i'm on fumes...

I went ahead and tried the fix in TSB EL010-99 since my 4runner's vin number doesn't fall under the vin numbers listed in TSB EL010-00, even though the manufactured date is 10/99 on the vin sticker on the door.
I'll fill her up tomorrow and see what happens.

The craziest thing about this thread and all the problems is that my 99 runner
has them all...........
1- seems like you can squeeze more in after it clicks off.............then your topping and the charcoal cannister wreaks of gas.
2- 100 miles from full to 1/2...............I can't imagine 172 to a 1/2 tank !
3- 13.5 gallons to fill up when the light comes on.
I cannot see that being normal...........so you drive with a warning light on for 100 miles???? 2 gallons seems more like it.
Lets face facts as well.......just to add another dimension to this puzzle.
If you drive with a lead foot (99-3.4 auto/stock tires/no mods) you can watch the gauge drop and you'll get 16 mpg. If you're smart.......... you can get 21-22 mph with a light load, light foot and on open rd at 65mph.

20 years later... I just did this procedure in my "new to me" 2000 SR5 with the problem of dropping the half way on the gauge after 50 miles. Looks like it may have improved. It actually does sound the chime when you do the procedure, strange!
I know its an old thread but I just fixed this problem today after many days of troubleshooting. I had a slightly different issue (Gas gauge dial shoots to full upon turning key to "ON" then falls below empty). The problem appears to have been a burned out terminal on the cluster. It was next to L9. Cleaned it with alcohol, resoldered it, and gauge finally works. I also cleaned the fuel gauge receiver terminals and cleaned the dust off the boards. Just cleaned as much as I could. I did try checking the wiring between fuel sending unit connector and cluster, bought a new fuel sending unit, even resoldered and cleaned old unit. Turns out old unit was fine! Maybe was a combo of all of that. Maybe not. But I am glad I can post still being a new member, unlike Toyota 4runner forums..hope this can help some1 who may need it! Check Terminal L9 Terminal L9, be sure not to accidentally touch another any other point Its on the other side For a 2wd 99 4runner
Nice!, my 99 fell under the TSB for this and had the chip for the fuel gauge, inclinometer and milage replaced, along with the sending unit, similar issues with gauge. wonder what cause the sold to burn off originally.
