3.4 camshaft installation ? (Please help)

I'm working on the right side/ passenger side, I've researched and researched online about this and I cannot get the exhaust cam to freely sit down in saddles.
I've got the intake cam in and touqued, I'm aligning the two dots to two dots like I have read to do and the ex cam won't sit in saddles,
There is even what looks like a really good explanation online of how to do it where a guy says
to have the intake cam two dots pointing straight up and take the exhaust cam and while holding it above the installed intake cam match the two dots to two dots on gears and while keeping the gears meshed roll the ex cam into place and it will sit in the saddles and it will sit in saddles with no force,
Well I've tried it and it won't go,
What am I doing wrong?
Thanks for any help
Doug

What is keeping the cam from setting properly? Is a lobe pointing down pushing a valve open?

The cams should have their dots facing each other on the drive/driven gears.

The cam has to settle down in a very straight position - there is a thrust flange section that fits snugly into the head - to stop the cam from floating forward/backward. There isn't much clearance there - so any side to side or up/down tilt on the cam and it won't slide in.

Have you got the spring loaded gear locked so the teeth align? (I had to do this when I did heads, not sure if it is on this cam.)
