Cam spin?

Hey folks,
I'm rebuilding a 20r after blown headgasket. I'm putting it all back together and I have question about the cam: I have the cam lobe bolts torqued down with assembly lube on the cam. With the rocker assembly off, when I try to turn the cam by hand, it is frozen in place at first then will spin with a little drag on it. Kinda feels like a bolt that you need to crack before it frees up. Does this make sense? Should my cam have the initial resistance before spinning?
I'm so close to getting this bad boy together....

Is it the same cam you were running or a brand new cam?

Somebody correct me if I am wrong but I believe the cam journal caps are numbered 1-4, front to rear. If that's the case and you have them in the correct order, no worries.
