20+ hp chips- fact or fiction

I keep seeing these on ebay. Has anyone tried this? And is there any reason I shouldn't. Check this out

From what I understand these trick the computer into thinking it is receiving more oxygen then it really is so it adds more fuel. If your engine is running lean then it can be a good thing. If you are already running rich you will lose power. The problem with air/fuel mixture is that it requires tuning, you won't get that with this...
